DSL Level 3 in UAE Schools: Roles, Responsibilities and How to Get Certified

If your school in Dubai has a Designated Safeguarding Lead, or is looking to appoint one, DSL Level 3 training is not optional. It is the foundation of an effective safeguarding structure, and regulated schools in Dubai are expected to have a trained DSL in post at all times.

Yet despite this requirement, many schools across the UAE either have staff who are untrained for the DSL role, or who completed training years ago and haven’t refreshed it since. This guide explains exactly what DSL Level 3 training covers, who needs it, and how to book it in Dubai.

What Is a Designated Safeguarding Lead?

A Designated Safeguarding Lead (DSL) is the named senior member of staff responsible for safeguarding and child protection in a school or educational setting. They are the first point of contact for all safeguarding concerns, whether raised by a student, a member of staff, or a parent, and are responsible for deciding how those concerns are managed and recorded.

In the UAE, the DSL role carries significant responsibility. Schools operate within a diverse, multicultural environment where staff may come from many different countries and safeguarding backgrounds. The DSL must be equipped to navigate that complexity while staying current with local legislation and their school’s regulatory expectations.

What Does DSL Level 3 Training Cover?

DSL Level 3 training goes far beyond the awareness-level content covered in Level 1 and Level 2 courses. It is designed specifically for the lead safeguarding professional in a school and covers:

  • UAE child protection legislation and how it applies in a school context
  • The specific responsibilities of a DSL under local regulatory guidance
  • Recognising indicators of abuse: physical, emotional, sexual, and neglect
  • Managing referrals: what to do when a concern has been raised and how to escalate appropriately
  • Record keeping: how to document concerns accurately and confidentially
  • Working with external agencies and support services in the UAE
  • Safe recruitment and preventing unsuitable persons from working with children
  • Online safety and the safeguarding risks presented by technology and social media
  • Leading a whole-school safeguarding culture: training staff, conducting audits, and reviewing policy
  • The DSL’s role during a regulatory inspection
💡 Key Difference Level 2 safeguarding training is for all staff: it covers awareness and reporting. DSL Level 3 training is for the lead professional who manages the whole safeguarding process. Both are needed in every school.

Who Needs DSL Level 3 Training?

The following roles should complete DSL Level 3 training:

  • The named Designated Safeguarding Lead (DSL)
  • Deputy DSLs who cover the lead in their absence
  • Heads of school and principals who share overall safeguarding accountability
  • Welfare officers and pastoral leads in schools where the role is integrated
  • School governors or board members responsible for safeguarding oversight

It is also strongly recommended for any member of the senior leadership team who may be called upon to act in a safeguarding capacity, even if they do not hold the DSL title formally.

⭐ What our participants say “Completed the DSL L3 safeguarding course with Zen. Was really useful and very relevant to the UAE context.” (Nicola Hamer)  “The safeguarding course for DSLs offered by Z PD was exceptional. How Often Should DSLs Refresh Their Training?

Best practice guidance recommends that DSLs renew their Level 3 training every two years. This is important because legislation, guidance, and the safeguarding landscape change regularly, and a DSL who trained three or four years ago may not be current with the latest UAE requirements or emerging risks such as online safety and AI-related concerns.

Z PD offers DSL refresher sessions specifically designed for experienced DSLs who want to update their knowledge without repeating the full Level 3 course.
